Members Present:  Katheryn Holmes, Chair; Eric Unger, Vice-Chair; Bill Annable, Chuck Crickman; Deane Geddes, Suzanne Levine, Frank Perrotta

Ms. Holmes called the meeting to order at 4:40 p.m.

MINUTES

The Board reviewed the minutes of March 3, 2009.

Ms. Levine made a motion to approve the minutes of March 3, 2009 as written.  Mr. Unger seconded the motion.  All in favor.

The Board reviewed the minutes of March 14, 2009.

Ms. Levine made a motion to approve the minutes of March 14, 2009 as written.  Mr. Unger seconded the motion.  All in favor.  

The Board reviewed the minutes of March 21, 2009 and made corrections.

Ms. Levine made a motion to approve the minutes of March 21, 2009 as corrected.  Mr. Unger seconded the motion.  All in favor.


INTENTS TO CUT

Mr. Unger reported received three intents to cut, reviewed the intents and approved them.
  • Northwoodland, Inc. – Tax Map/Lot 024-647-336 off Mountain Road proposes to cut throughout 25 acres of an 845-acre lot consisting of 10 MBF Spruce & Fir, 25 MFB Hard Maple, 10 MBF White Birch, 15 MBF Yellow Birch, 15 MBF Ash, 40 MBF Beech & Soft Maple, 40 MBF of Pallet or Tie Logs, and 200 Tons of Pulpwood.  Anticipated start date is May 4, 2009.  The cutting will be done by Donald Clifford.
  • Louis Marzelli – Tax Map/Lot 044-337-290 off Emily Lane proposes to cut throughout 7 acres of a 9.3-acre lot consisting of 10 MBF White Pine, 10 MBF Red Pine, 5 MBF White Birch, 5 MBF Oak, 5 MBF of Pallet or Tie Logs, 40 Tons of Pulpwood and 30 cords of fuel wood. Anticipated start date is sometime in May.  The cutting will be done by Devin Willett.
  • Gloria Marzelli – Tax Map/Lot 044-357-275 off Emily Lane proposes to cut throughout 20 acres of a 29.1-acre lot consisting of 20 MBF White Pine, 10 MBF of Red Pine, 3 MBF Hard Maple, 3 MBF White Birch, 3 MBF Yellow Birch, 15 MBF Oak, 3 MBF Beech & Soft Maple, 10 MBF Pallet or Tie Logs, 60 tons of Pulpwood and 30 cords of fuel wood.  Anticipated start date is sometime in May.  The cutting will be done by Devin Willett.
Ms. Holmes advised the Board that she received a request to cut 19 trees in the buffer zone.  Upon a site review, it was evident that 17 of the trees are dead and need to come down.  Ms. Holmes commented that she will write a reminder on the request that stumping is not allowed so close to the Lake.  She stated that she will get clarification from the Board of Selectmen regarding how many live trees vs. dead trees may be cut in the buffer zone since the new zoning regulations have passed.  


NEW BUSINESS

Wild Goose Boat Launch Proposal

Ms. Holmes reminded the Board members that DES would be holding a public hearing on May 13, 2009 at the Sherburne Gym in Sunapee to receive input on Fish & Game’s application for a dredge and fill permit to develop the Wild Goose site as a boat launch facility.  

The Board reviewed the Critical Habitat Map which identified the Wild Goose area as a highest ranked wildlife habitat by ecological condition.  Ms. Holmes stated that she will be sure to point that out when she speaks at the public hearing on May 13, 2009.  

Mr. Unger asked for an explanation as to how Fish & Game was able get permits for the launch when their proposal does not comply with the Comprehensive Shoreland Protection Act.

Mr. Annable informed the Board that he had written several letters to Katherine Peters and pointed out that the permits were approved within three weeks, which seems quite fast, especially during the Holidays.  Ms. Peters replied that a standard shoreland permit would take in the range of 10 – 15 days, and that three weeks was not rushing.  Currently, since January 1, 2009, the process would take longer than 10 – 15 days.  Additionally, Mr. Annable informed the Board that he also questioned the ethics of Normandeau Associates, Inc. preparing the application.  Ms. Peters replied that there is no conflict because Normandeau Associates, Inc is not affiliated with Fish & Game.

Ms. Holmes pointed out that DRED has received permission to pave at the State Beach.  The combination of the State Beach parking area and the proposed Wild Goose Boat Launch area would mean over 5 acres of asphalt in the buffer zone.  

Meeting Time

The Board discussed and was in agreement to changing the Conservation Commission’s regular meeting time from 7:00 p.m. to 4:30 p.m. on the second Tuesday of each month.

WAP

Ms. Holmes reminded the Board members that the Easement Workshop is planned for September 12, 2009 from 9am – 12 pm.  The Board reviewed the design of the flyers from Sutton’s easement workshop.  Mr. Perrotta volunteered to track down a video that may be informative for the workshop.  

CORRESPONDENCE

Ms. Holmes informed the Board that the Town received a letter was received from the Wetlands Board regarding Mountainside and Winding Brook Road.  

Ms. Holmes informed the Board that the Wetlands Board sent a letter to Mr. Bassi on Mountain Road requesting more information for is Standard Dredge & Fill Permit Application.  Also, DES sent a letter to Fish & Game citing the requirement of public hearing per RSA 848:2A regarding the proposed Wild Goose Boat Launch facility. DES has also requested more information from DRED regarding the State Beach project.

Ms. Holmes volunteered to meet with the Board of Selectmen on Monday evening to discuss the approvals to DRED from DES.  The Town still has until May 31, 2009 to respond.  The letter from DES indicates that DRED is not exempt from a Town permit.

Travis Dezotell, Newbury Parks and Recreation Committee, was present and thanked the Conservation Commission for identifying Fishersfield Park is important to protect.

Mr. Geddes made a motion to adjourn.  Mr. Unger seconded the motion.  All in favor.  Meeting adjourned at 6:30 p.m.
